Helen Kelley

BACKGROUND, EDUCATION, AND PRACTICE

Helen Kelley is of counsel to Dalrymple, Shellhorse & Diamond, L.L.P. (DSD). Mrs. Kelley received her Bachelor of Arts degree in Political Science and Communication from Stanford University and her law degree from The University of Texas School of Law. She spent over ten years practicing administrative law with various state agencies, including the Texas State Board of Dental Examiners, the Texas Board of Nursing and the Texas Attorney General’s Office.

Her practice focuses on assisting individuals and businesses with defending their occupational licenses. She represents clients at the agency level (complaint, investigation, and informal settlement conferences which are also called ISCs). She also represents clients in hearings before the State Office of Administrative Hearings (SOAH). Helen also represents skilled nursing facilities (SNFs, nursing homes) and hospice providers regarding regulatory and administrative enforcement actions before the Texas Health and Human Services Commission (HHSC, formerly DADS), and the Centers for Medicare and Medicaid Services (CMS).    

Mrs. Kelley is married to her high school sweetheart, Nick, and they live in Austin with their son, Beau. When she’s not in the office, Helen enjoys baking and hiking local trails with her dog, Hank.
